Uttar Pradesh's 15.75 crore ABHA accounts are the number everyone already cites — it's the reason the adoption-gap brief uses it as the headline example. What the full table above adds is the shape of everything beneath that headline: West Bengal has quietly become the real #2 by ABHA volume, ahead of Maharashtra and Rajasthan, a shift the mid-2026 figures most reporting still cites don't yet reflect. Sixteen states and UTs — nearly half the table — sit under 2 crore ABHA accounts each, and eight are still under 10 lakh.
The HFR and HPR columns tell a sharper version of the same story. Karnataka has more verified facilities on HFR (63,086) than Maharashtra (56,298), despite Maharashtra having almost double Karnataka's ABHA count — a state can lead on the demand side (patients signed up) and lag on the supply side (facilities actually wired in), or the reverse, and a single national "coverage" figure hides which one is true for any given state. That gap is exactly what the registries-beneath-ABHA brief describes at the national level; this table shows it's not evenly distributed underneath.
None of this is a ranking of which states are "behind" in ambition — it's a ranking of where the district-by-district integration work described throughout this site is furthest along versus where it's only just starting. For a national ministry or a multilateral funder deciding where oversight attention is most needed, that's a materially different question than the one the topline ABHA number alone answers.
